Monument Protection - Adds SAM sites to certain monuments to prevent skipping puzzles with minicopters

Features
- Prevent skipping monument puzzles by adding SAM sites to defend against minicopters

- Option to make indestructible monument of SAM sites (including the ones already existing at Site Launch) so they cannot be destroyed and ignored (enabled by default)

- Fully configurable on a per basis monument

- SAM sites will respawn on a configurable timer (30 minutes by default) if they are not indestructible
